Dean was born in Goodwood in 1951 and attended Uxbridge High School before obtaining his degree in economics from the University of Western Ontario.
He was a member of the Sunderland Saints Lacrosse Team, winning the All-Ontario Junior C title in 1969 before joining the B&R Transporters for their National Championship season in 1970.
